Q1 :Should both Veg and Bloom switches be on during Flower stage?
A1: yes, the more light energy you throw at your plants the better and the balance is fine for blooming.
Q2:can it be used outdoors?
A2: Out in a greenhouse, probably. In the weather, no. It isn't sealed for water.
Q3 :how much noise do the fans make? louder than a desk fan? could I sleep in the same room?
A3: Very quiet. More like 2 computer fans. you can't hear it with the tent zipped up. They're super quiet
Q4 :Will 4 p600 work good in a 4x4 tent?
A4: Yes that would do a great job.remember to only use bloom colors.Don't leave the veg lights on at all during bloom phase.You get much better results trusting the light spectrum they designed in the platinum series.
