1, Non-stop rotating function needs magnet in globe and PCBA(with coil) in frame, so it needs higher cost and price.
2, One so-called rotation is by wind, or hand, will finally stop, but some supplers still intentionaly confuse rotation and non-stop rotation, to offer a deceptive lower price.
Generally speaking, rotation function is as follows,
1, All 3 inches, or 85mm globe is not with non-stop self-rotating function.
2, All 106(about 4inches) or bigger globe, from us at least, are with non-stop rotating function, but not all on market.
So, please check it before you buy.

Step 2: Clean globe with gloves.
Step 3: , Put globe into a PO or PP bag, with air hole and warnings on avoiding suffocation in different language .
The film one globe is to protecting in globe or floating globe production, but not for pretection in package to customer.
