Two situations for this

a, the dispenser from the floor is too close, so the sensor will detect the floor, then it stop working and the red light flush after every 1 seconds.
-install the dispenser higher (at least more than 40CM)

b, the sensor is not in the center, sometimes during long time shipping, maybe the sensor is moved a little and the plastic cover it. so it will detect the plastic and stop working, the red light flush after every 1 seconds.
